Synopsis
Three pools, not two. The system pool runs the API, the provisioner and the controllers, whose load follows how many clusters are watched; the runner pool runs build Jobs, whose load follows how many builds are in flight. Conflating them is what makes build concurrency size the whole cluster. These are starting points rather than measurements — the sizes production has been run at.
